Bruno Martins Cândido Lencastre is a legal advisor and specialist in programs and policies, with over 20 years of experience in Portugal, Timor-Leste, Portuguese-speaking African countries, and the Arab world (Iraq and Tunisia). Throughout his career, he has developed expertise in political analysis, strategic forecasting, and scenario design for reforms in governance, justice, and legal sectors.

He has served as an advisor to the United Nations and high-level institutions, including national parliaments and foreign ministries in Portugal, Timor-Leste, Tunisia, and the Kurdistan Region of Iraq.

At UNDP, he manages the Governance Portfolio, overseeing programs in justice and the rule of law, parliamentary strengthening, local governance and decentralization, digital transformation, youth participation, gender equality, and public finance management. He applies political analysis and scenario forecasting to ensure programs remain resilient and adaptable to changing political contexts, promoting inclusive governance, participatory democracy, and sustainable development, aligned with the 2030 Agenda for the SDGs.

His international and multidimensional experience enables him to leverage structural reforms, anticipate challenges and opportunities, and foster strategic partnerships with national and international stakeholders to maximize the impact of governance and reform initiatives.

Bruno Lencastre has been Portugal’s World Advisor since October 2025.
