Luís Miranda holds a law degree from the Faculty of Law of the University of Toulouse in France. At the same institution, he completed a Master’s degree in Comparative International Law, specializing in contracts and competition law. He later earned a second Master’s degree in Energy, Environment and Natural Resources Law from the Faculty of Law of the University of Houston.

Throughout his career, he has had the opportunity to work in Timor-Leste, Macau, and Paris. In 2012, he joined Miranda & Associados, where he began advising oil sector companies across French-speaking and Portuguese-speaking Africa, including periods living in Gabon and Cameroon. In 2016, he assumed leadership of the firm’s representative office in Houston.

He is regularly invited to speak at events related to the oil industry and has held leadership positions within organizations connected to the sector. He is currently Vice-President and a member of the Executive Committee of the Association of International Energy Negotiators. For several years, he was a member of the Executive Committee of the Institute for Energy Law, and he has also held various leadership positions within the American Bar Association.

Luís Miranda has been a Portugal’s World Advisor since May 2026.
