CEO of HealthAI – Global Agency for Responsible AI in Health, a non-profit foundation headquartered in Geneva, Switzerland. He took office in May 2023 following an international recruitment process.

Founder and President of the UNITE Parliamentarians Network for Global Health, a worldwide network of current and former members of parliaments, congresses, and senates, spanning more than 105 countries, in partnership with the World Health Organization.

Chair of the Global Health Policy Lab, an academic center based in Berlin resulting from a collaboration between Harvard University (Harvard T.H. Chan School of Public Health, Health Systems Performance Lab) and Charité – University Medicine Berlin (Center for Global Health).

Chair of the Center for Global Health at NOVA IMS – NOVA Information Management and Data Science School, and guest lecturer at NOVA Medical School, both part of NOVA University Lisbon. For a decade, he served as the scientific coordinator for Public Health at the Institute of Health Sciences of the Portuguese Catholic University.

The first Portuguese national selected by the Obama Foundation as an Obama Leader 2024–2025.

Former Member of the Portuguese Parliament (four terms, 2011–2023) and former Vice-President of the Parliamentary Group of the Social Democratic Party (PSD). He was the PSD’s lead candidate for the Lisbon constituency in the 2021 legislative elections.

Former Vice-President of the Parliamentary Network of the World Bank and the International Monetary Fund, serving two terms.

He served as an opposition councillor in Sintra from 2021 to 2025 and was the PSD candidate for Mayor of Sintra in the 2021 local elections. Between 2015 and 2017, he served as Deputy Mayor and Councillor of Cascais.

A medical doctor trained in infectious diseases, he has nearly a decade of clinical practice and seven years of experience as a consultant in health information technologies at a multinational healthcare software company.

He returned to clinical practice during the COVID-19 pandemic as a volunteer physician at Cascais Hospital between 2020 and 2021. As part of a humanitarian mission, he volunteered at the Lviv Regional Hospital in Ukraine in the summer of 2022 following the invasion by the Russian Federation.

He has completed postgraduate studies at several academic institutions, including Johns Hopkins University, the Harvard Kennedy School of Government, and Harvard Medical School. He is currently a PhD candidate at Maastricht University in the Netherlands.

Founder of CREATING HEALTH – Funding for Research and Innovation and one of the co-founders of the Estoril Conferences.
