Rui is a versatile professional, combining academic excellence with hands-on experience in fish aquaculture production. He began his academic journey with a degree in Marine Biology and Biotechnology in 2006, followed by a master’s in Aquaculture and a postgraduate degree in Pharmaceutical Sciences from the University of Algarve, Portugal. His PhD at the University of Stirling explored the complex impacts of mycotoxins in aquaculture. In addition, Rui holds an MBA in Food & Agribusiness from TIAS Business School and Wageningen University & Research, demonstrating his commitment to aligning aquaculture with evolving agricultural and food systems.
Since 2006, Rui has led larviculture and weaning operations at one of the leading seabream and seabass production units in Europe. He later specialized in aquatic species nutrition and health at the University of Algarve. In 2014, his expertise contributed to a sea urchin hatchery in Norway, followed by a pivotal role at BIOMIN Holding, where he advanced research on mycotoxins. Since 2019, he has led innovation and business development at Lucta S.A., supporting aquaculture markets in Southeast Asia, China, and South America.
Currently, Rui serves as Deputy Director of the Aquaculture Department at the Singapore Food Agency (SFA), based at the Marine Aquaculture Centre (MAC). He manages the MAC team and R&D pipeline, playing a key role in shaping the department’s strategic direction. With extensive experience in business development and market analysis, Rui defines strategic roadmaps for Singapore’s aquaculture ecosystem, reinforcing his commitment to the growth of the agri-food sector.
In addition to his professional roles, Rui has made a significant academic impact, with over 100 publications in prestigious international scientific journals, including the influential book Mycotoxins in Aquaculture. His strong academic foundation, combined with practical experience, highlights his dedication to advancing both aquaculture and the agri-food industry.
His goal of providing a holistic view of the aquaculture sector—bridging technical tools with economics and business science—reflects his innovative mindset and commitment to a sustainable future.
