Salvador Luz is a lawyer specializing in International Law and European Union Law, with a career distinguished by experience in prestigious European institutions.
He currently serves as a Legal Advisor at the Venice Commission, a body of the Council of Europe that provides constitutional legal advice to 61 countries. Previously, he worked as a Senior Lawyer at the European Court of Human Rights and as an Associate at Uría Menéndez – Proença de Carvalho and Sérvulo & Associados, where he was a member of their respective Public Law teams.
He also worked at the European Commission as a Blue Book trainee in the Institutional Affairs Unit of the Secretariat-General, and began his professional career as a Trainee Lawyer at VdA – Vieira de Almeida & Associados, where he worked in the Banking & Finance and Public Law departments.
Academically, Salvador Luz holds an LL.M. in Public International Law and European Union Law from the London School of Economics and Political Science (LSE), where he graduated with High Merit distinction. In 2023, he also completed a certification in Public Policy Analysis at the same institution.
He holds a Law degree from the Faculty of Law of the University of Lisbon (FDUL), graduating with a final grade of 16 out of 20 (Very Good).
Salvador Luz has served as a Young Advisor at the Portuguese Diaspora Council since June 2025.
