Victor Severino

While serving in the Ontario Public Service (OPS), Victor held several Assistant Deputy Minister positions in Cabinet Office and in the Ministries of Infrastructure and Economic Development, leading policy portfolios in international and interprovincial trade, business support, regulatory burden reduction, regional economic development, small business, and land-use planning. As the Assistant Deputy Minister responsible for the pandemic response, he played a key role in establishing Ontario-based production of N95 respirators and medical-grade nitrile gloves, as well as the domestic manufacturing of other essential personal protective equipment.

Victor was Ontario’s lead negotiator for the Canada–European Union Comprehensive Economic and Trade Agreement (CETA) and the Canadian Free Trade Agreement. At the Ministry of Finance, he served as Director of Communications and Director of Fiscal Planning and Federal-Provincial Relations. After leaving the OPS following 34 years of service, he held several Vice-President roles at the Toronto Region Board of Trade.

Currently, Victor serves as Treasurer of the Portugal-Canada Chamber of Commerce and Industry, Vice-Chair of the Human Resources and Governance Committee at Venture Ontario, and a member of the Board of the Portuguese Diaspora Council. Previously, he served on the Board of Directors of the Ontario Place Corporation and was a parent representative on the Portuguese Advisory Committee of the Toronto Catholic District School Board. Victor also served as a member of the International Economic Policy Council of the C.D. Howe Institute. His international volunteer work with the Institute of Public Administration of Canada includes projects in Angola and Mozambique.

Victor was born in Portugal and moved with his family to Toronto in 1972. He is a graduate of York University’s Public Policy and Administration program.

Victor has been a member of the Portuguese Diaspora Council since October 2023.
